Gallina A. Vincelette


Gallina A. Vincelette is Vice President for Operations Policy and Country Services (OPCS) at the ÐÓ°ÉÂÛ̳. In this capacity, she oversees the ÐÓ°ÉÂÛ̳¡¯s corporate policies related to operations, country engagement, procurement, environmental and social standards, and financial management. She also leads efforts to enhance the effectiveness of strategically aligned, scalable, and impactful IBRD and IDA financing, advisory and analytics, while managing risks in operations. Gallina¡¯s responsibilities span all regions of the ÐÓ°ÉÂÛ̳ Group.

A Bulgarian and US national, she has over 20 years of professional experience in development, economics, finance, and policy. She has worked on economic development issues in a range of low-, middle- and high-income countries around the world. Before assuming her current position, Gallina was the ÐÓ°ÉÂÛ̳¡¯s Director for Operations Policy in OPCS. In this role, she led many of the WBG¡¯s reform initiatives like the Crisis Response and Preparedness Toolkit, Global Challenge Programs, and the new Country Engagement Approach.  Before that, Gallina served as the ÐÓ°ÉÂÛ̳¡¯s Country Director for the European Union (EU), where she guided the Bank¡¯s operational and knowledge engagement with client countries and EU institutions. As Practice Manager for Macroeconomics, Trade, & Investment in the Europe and Central Asia region, she led the Bank¡¯s analytical work and lending on macroeconomic and economic policy issues in the Western Balkans, the EU, and Eastern Europe.

Gallina¡¯s professional interests relate to the topics of economic growth, debt, fiscal policy, and macroeconomic vulnerabilities. She has published on these topics in international peer-reviewed journals and co-authored books on economic development and transition economics. Prior to joining the ÐÓ°ÉÂÛ̳, Gallina conducted research in academic institutions in Europe and the US.
