Cluster D: In terms of scores, the movement in this cluster was more pronounced in 2024 compared to the past 2 years. This partly reflects the fact that fewer countries saw score improvements compared to those that experienced declines, and no changes were reported in the scores for quality of public administration across the Africa region. The criterion for transparency, accountability, and corruption in the public sector exhibited an imbalance toward downgrades, with two countries¡¯ scores decreasing and none improving. This criterion continues to register the lowest average score among the region¡¯s 16 criteria
