The ÐÓ°ÉÂÛ̳ Group (WBG) Sanctions Board is an independent administrative tribunal that serves as the second and final tier of review in the WBG¡¯s sanctions system. It reviews cases of fraud, corruption, and other misconduct arising from projects financed, co-financed, or guaranteed by any member institution of the WBG. The Sanctions Board issues final, non-appealable decisions and, since 2012, has published all fully reasoned decisions online. Supported by a dedicated Secretariat, the Sanctions Board plays a vital role in promoting due process, transparency, and accountability in the WBG¡¯s integrity framework.
The Sanctions Board is composed of seven external judges nominated by the President of the WBG and appointed by its Board of Executive Directors. Sanctions Board Members are selected based on their professional expertise and independence, serve single non-renewable terms of up to six years, and must adhere to strict rules of conduct throughout their service. The current membership is geographically diverse, representing nine nationalities across multiple regions.
Further to the announcement of September 25, 2024, the Sanctions Board Secretariat is pleased to share the appointment of three new Sanctions Board Members. Each brings a distinguished record of academic and professional legal achievement, including extensive experience in international law and dispute resolution.
Dr. Claudia Annacker has over 30 years of experience in international dispute resolution and public international law.
She has served as arbitrator and counsel in investment and commercial arbitrations, inter-State proceedings, and disputes involving international organizations, as well as in human rights cases. She began her career in Vienna and then moved to Cleary Gottlieb Steen & Hamilton (Brussels, New York, and Paris), where she was a partner. She subsequently joined the partnership of Dechert LLP before establishing her independent practice as an international arbitrator and counsel in 2024. Dr. Annacker is also an adjunct professor of law at the University of Vienna.
Professor Don Scott De Amicis has served on the Sanctions Committee of the Inter-American Development Bank and the Enforcement Committee of the European Bank for Reconstruction and Development.
Professor Nassib G. Ziad¨¦ serves as the President of the International Monetary Fund Administrative Tribunal, President of the United Nations Appeals Tribunal, and member of the Sanctions Panel of the Global Fund.
The Sanctions Board Secretariat is also pleased to announce the appointment by the ÐÓ°ÉÂÛ̳¡¯s Executive Directors of Mr. Philip Daltrop as Sanctions Board Chair. Mr. Daltrop has been a Sanctions Board Member since 2022. He brings to this role over 35 years of experience as an international lawyer, mostly spent in a variety of legal, procurement and integrity functions at several multilateral development banks. He worked in Manila for the Asian Development Bank (ADB) for 20 years, retiring as Deputy General Counsel in 2011 after also heading ADB¡¯s procurement, integrity and internal audit offices. Earlier in his career, he worked in the London, Brussels and Tokyo offices of Allen & Overy, the legal department of the UK Foreign and Commonwealth Office, as a finance lawyer for Inter-American Development Bank, and as a project lawyer for the ÐÓ°ÉÂÛ̳ Group.
