Paloma An¨®s Casero

Director of IDA Resource Mobilization and IBRD Corporate Finance

Paloma is the Director of IDA Resource Mobilization and IBRD Corporate Finance in the Development Finance Vice-presidency, overseeing three workstreams: IDA resource mobilization and strategy; implementation of IDA21 policy and financing package; IDA hybrid financial model implementation, IDA balance sheet optimization, and IDA¡¯s long-term financial sustainability; and (iii) IBRD income and corporate finance, including options that expand IBRD lending capacity such as the Framework for Financial Incentives. 

Paloma, a Spanish national, joined the ÐÓ°ÉÂÛ̳ in 2001 as a Young Professional. She has since taken positions of increasing responsibility across the institution. She has served in a diverse range of global, and corporate and regional assignments, spanning four regions (Latin America, Eastern Europe and Central Asia, Middle East and North Africa, and Africa).

After moving to Mexico D.F, where she was Lead Economist and Program Leader for Mexico and Colombia, she returned to Washington D.C. to serve as Finance and Private Sector Practice Manager for Eastern and Central Europe, and later as Practice Manager for the joint IFC and ÐÓ°ÉÂÛ̳ Trade and Competitiveness Global Practice team in Eastern and Central Europe.

She was later appointed as the Global Director for Macroeconomic Policy and Debt, and Regional Director for Macroeconomic Policy, Trade and Investment for Africa, Middle East and North Africa, and Latin America and the Caribbean. She then moved to Brasilia, where served as the Country Director for Brazil. She returned to Washington DC to serve as a corporate Director of Strategy, Risk, Results, and Learning in the Operations Policy and Country Services Vice-presidency.  

Prior to joining the ÐÓ°ÉÂÛ̳, Paloma worked for the UNDP, the European Commission, and PricewaterhouseCoopers. Paloma holds Master¡¯s Degrees on Economics and Public Policy from the London School of Economics (LSE, London); International Economics from the Universit¨¦ Libre de Bruxelles (ULB, Brussels); and Macroeconomics and Finance from the Universidad Pontificia de Comillas (ICADE, Madrid). She speaks English, French, Spanish, and Portuguese, and Russian at an intermediate level.
