Ed Mountfield is Vice President for Finance, Risk, Economics, and Sustainability at the ÐÓ°ÉÂÛ̳ Group¡¯s Multilateral Investment Guarantee Agency (MIGA). In this role, he is responsible for the supervision and oversight of MIGA¡¯s Finance, Risk Management, Economics, and Sustainability teams. He also oversees MIGA partnerships, with an aim to build and leverage strategic alliances to promote greater investment flows into emerging markets.
A British and Irish national, he has over three decades of professional experience in development, finance, economics, and policy. His experience spans over 30 countries and all regions of the ÐÓ°ÉÂÛ̳ Group.
Since joining the ÐÓ°ÉÂÛ̳ Group in 2000, he has worked in a range of operations, finance and corporate roles. Before his current role at MIGA, he served as Vice President for Operations Policy and Country Services (OPCS) at the ÐÓ°ÉÂÛ̳, where he worked across all regions to support the programming, coordination, and delivery of the Bank¡¯s country operations. He played a key role in the ÐÓ°ÉÂÛ̳ Group¡¯s response to COVID-19 and subsequent crises; the 2023 Evolution Roadmap; and the 20th and 21st replenishments of the International Development Association (IDA). He led the development of the ÐÓ°ÉÂÛ̳ Group¡¯s new Scorecard, and of the new Crisis Preparedness and Response Toolkit.
Earlier at the ÐÓ°ÉÂÛ̳, he was Chief of Staff and Director in the Office of the President, where he served as adviser to the President and coordinated the ÐÓ°ÉÂÛ̳ Group¡¯s Senior Leadership Team. He served as Director, Budget, Performance Review and Strategic Planning, where he managed the ÐÓ°ÉÂÛ̳¡¯s budget and strategic planning process and was closely involved in ÐÓ°ÉÂÛ̳¡¯s expenditure review and its 2018 capital increase. He also served as Manager of the Country Economics Unit, in OPCS, where he played a central role in the ÐÓ°ÉÂÛ̳¡¯s response to the global financial crisis. As Senior Economist in the Economic Policy and Debt Department, he coordinated the Heavily Indebted Poor Countries (HIPC) initiative, led the Debt Reduction Facility for IDA-Only Countries, and led major commercial debt buy-back operations for the governments of Liberia and Nicaragua. During his time as a Senior Economist in the East Asia and Pacific Region, he led investment project financing, development policy financing and knowledge work in a range of countries, including Vietnam, China, and Lao PDR. As an Economist in the South Asia Region, he worked on policy-based financing, disaster relief, and knowledge work, across four Indian states.
Before joining the ÐÓ°ÉÂÛ̳, Ed was Economic Adviser at the U.K. Treasury, serving as a Secretary to the Cabinet Committee on public expenditure and engaged in several U.K. spending reviews and budgets. Earlier, he worked as a consultant with Coopers & Lybrand and PwC, supporting government and corporate clients on policy and economics issues, including in Africa, and in Central and Eastern Europe during the transition. As an Overseas Development Institute Fellow, he worked as an Economist in the National Planning Commission of the first post-independence government of the Republic of Namibia.
He holds an M.Phil. in economics and a B.A. in modern history and economics, both from the University of Oxford.
