Ukraine¡¯s recovery and reconstruction require more than rebuilding infrastructure¡ªthey demand deepening citizen participation; strengthening inclusive governance practices; and ensuring that local communities are actively engaged in shaping recovery decisions. The main objective of this assignment is to test and refine scalable citizen engagement and social accountability mechanisms that are supportive of relevant national legal requirements and realistically adapted to the varying capacities of hromadas; scalable; applicable to the selection of local recovery investments and eventually integrated into the Digital Restoration Ecosystem for Accountable Management (DREAM) system during wartime and post-war recovery. The assignment is aimed at identifying and developing practical; field-tested pathways to embed participation; citizen engagement; transparency and accountability into local recovery; aligned with Ukraine¡¯s broader modernization aspirations; decentralization; and future EU accession goals.
