The Government of Serbia is currently taking pro-active steps to digitalize the logistics and transport operations; by aligning national practices with international standards and the European Union¡¯s regulatory framework. Key instruments guiding this transformation include the Additional Protocol to the CMR Convention concerning the e-CMR; and the EU Regulation 2020/1056 on Electronic Freight Transport Information (e-FTI Regulation) aimed at streamlining digital information exchanges across borders. Effective implementation of these instruments necessitates legal amendments; technical assessments; stakeholder engagement; and system integration. The Ministry¡¯s timeline for completing the legal process and initiating formal adoption is set for the end of Q1 2026.Under the first project pillar aimed at Creating a favorable regulatory and policy environment for the sector; IFC is planning to assist the Ministry of Construction; Transport and Infrastructure (further referred to as the Ministry) with the development and promotion of legal and regulatory changes that align Serbia¡¯s logistics and warehousing framework with EU requirements. More specifically; the project support under this assignment will entail the following activities: (i) review and draft legislative amendments to the Law on Contracts in Road Transport in coordination with a government-led Working Group; (ii) develop a Regulatory Impact Assessment of the draft law and legal explanation for ratifying the e-CMR Protocol; (iii) facilitate stakeholder engagement through carrying out workshops/roundtables; and (iv) conduct a study visit and a benchmarking analysis to learn and apply best practices from advanced EU Member States.
