IFC is hiring a regulation consultant to support the structuring of a water and sanitation PPP in southeastern Brazil. The consultant will focus on developing a new regulatory; tariff; and performance framework to ensure the long-term sustainability and effectiveness of the transaction.Key responsibilities include:*Conducting an integrated assessment of the current regulatory and tariff models applied across approximately 200 municipalities; identifying bottlenecks and providing technical recommendations based on international benchmarks;*Proposing regulatory improvements and incentive mechanisms to promote investment acceleration; service universalization; operational efficiency; and innovation;*Designing a performance-based framework with KPIs aligned to national and international best practices; including monitoring standards and enforcement mechanisms;*Reviewing recent concession contracts in Brazil to assess KPI structures; monitoring practices; and penalty systems; and advising on enhancements based on global experience;*Evaluating international experiences in rural and underserved areas to identify adaptable technical and regulatory solutions; including decentralized or static systems;*Supporting the definition of a regionalization model and the grouping of municipalities into sustainable concession clusters; with attention to tariff balance; affordability for vulnerable populations; and minimization of public funding needs;*Advising on the strategy for municipal adherence to the regionalized model; considering legal; regulatory; and operational aspects;*Drafting technical annexes for the concession and ensuring compliance with the requirements of the national and state regulatory agencies (ANA and ARSAE-MG); the state audit court (TCE-MG); and the public prosecutor¡¯s office;*Assisting IFC and government counterparts in market sounding; roadshows; and public consultations; including one-on-one meetings with market participants as needed.
