This consultancy should provide an Assessment of the Institutional and Regulatory Framework for Accessing Land and Conducting Environmental and Social (E&S) Risk Assessments for Renewable Energy (RE) Investments in the Philippines; and for Managing E&S Risks and Impacts of RE Investments; including through Benefit Sharing Mechanisms. Specifically; the objectives of the consultancy are to: (i) assess requirements and availability of land and offshore locations for meeting the Government of the Philippines¡¯ RE targets; particularly as it relates to investments in solar and wind energy (including offshore wind); (ii) assess the current institutional and regulatory framework for reviewing and awarding licenses and accessing land for RE investments; including in Indigenous Peoples' Ancestral Domains (AD); (iii) provide an overview of the key E&S risks and impacts of RE investments; with a particular focus on solar and wind energy; and in IPs' ADs; (iv) assess the current institutional and process framework for assessing and mitigating E&S risks; and for managing risks and impacts for the licensing of RE investments  (including e.g.; benefit sharing mechanisms); and (v) make key recommendations for regulatory reforms and other measures needed to support the scaling up of RE investments in a just and equitable manner in the Philippines that can positively contribute to the development of affected communities; with a special focus on Indigenous Peoples and Ancestral Domains.
