The International Finance Corporation (IFC); part of the ÐÓ°ÉÂÛ̳ Group; is initiating the procurement of a consultant to develop an Offshore Wind (OSW) Jobs Guide for the Philippines. This initiative aims to assist the Philippine Department of Energy (DOE) in increasing the share of Renewable Energy (RE) in the country's energy mix; with a focus on the substantial potential of OSW. The consultant's responsibilities will encompass five key workstreams: creating an inventory of OSW job roles and skillsets; estimating future workforce needs; identifying potential workforce/skillset gaps; supporting job transitions to the OSW industry; and developing an OSW Jobs Roadmap. These tasks involve detailed job profiling; forecasting workforce demand; mapping educational programs against industry requirements; analyzing transition opportunities from fossil-fuel sectors; and formulating a comprehensive career roadmap for OSW in the Philippines.The consultant is expected to engage with a diverse range of stakeholders; including government agencies; OSW developers; EPC contractors; supply chain players; industry organizations; educational institutions; international agencies; and occupational health and safety specialists.The ideal consultant should have extensive knowledge and networks within the offshore wind sector; particularly with OSW developers and EPC companies; along with expertise in conducting skills and competencies assessments. Interested consultants are invited to submit Expressions of Interest (EOIs); with further details for a formal Request for Proposals (RFP) to be provided to shortlisted firms.
