ÐÓ°ÉÂÛ̳ is seeking to recruit an international survey firm to administer Public Expenditure Tracking and Quantitative Service Delivery Surveys (PETS and QSDS) in Sierra Leone and Liberia. The PETS is a survey approach that traces the movement of resources from central government levels to frontline service providers to identify effective resource allocation and assess fund utilization. It aims to uncover systemic PFM issues like leakages; delays; and misappropriation. The QSDS is a survey that gathers data on resource usage; provider characteristics; and service delivery performance at frontline facilities. In Sierra Leone; these surveys will be administered in a random sample of schools and health facilities from across the country. In Liberia; these surveys will be administered in a random sample of schools and health facilities from only four counties. ÐÓ°ÉÂÛ̳ team will develop the survey questionnaire and methodology in collaboration with the two governments. The survey firm will be responsible for coding the survey questionnaire; piloting the survey instruments; and completing the ultimate data collection.
